Teacher Advocates for Stronger Literacy Outcomes in Oklahoma

For many educators, literacy is the foundation of every subject students encounter in school. When students develop strong reading skills early, they are better prepared to write effectively, think critically and succeed academically.

Erika Penuel, an 11th-grade American literature teacher at Insight School of Oklahoma (ISOK), has spent more than two decades watching how reading proficiency shapes student confidence and long-term success. Recently, she traveled to the Oklahoma State Capitol for Capitol Day to share her perspective with lawmakers as literacy legislation continues to be discussed at the state level.

With 25 years of teaching experience across both elementary and secondary classrooms, Penuel has seen how literacy gaps can affect students beginning in elementary and through high school. When students struggle to read fluently, the challenge can impact writing assignments, standardized testing and overall academic engagement.

“Strong readers often become strong writers,” Penuel says, noting that literacy skills play a major role in helping students communicate their ideas and build confidence in their abilities.

Her advocacy is also personal. As the parent of a child with dyslexia, Penuel understands the importance of early intervention and effective reading instruction for students who need additional support. She believes policies that prioritize literacy development can make a lasting difference for both students and families.

Penuel also emphasizes the importance of including teachers in conversations about education policy. Educators see firsthand how classroom strategies and legislative decisions intersect, giving them valuable insight into what works for students.

By engaging with policymakers and encouraging collaboration between schools and families, Penuel hopes to help strengthen literacy outcomes for students across Oklahoma.
